OK, in that case, you need to remove the previous downloaded data from
your disk (the update cache).
If you run Windows other than Vista, go to
C:\Documents and Settings\All Users\Application Data
and look for directories with nams that look like GUIDs. There will be
one or two related to CodeGear RAD Studio 2007 on your system. If you
find evidence that it contains CodeGear related stuff inside, delete
that directory.
Then, go back to the empty directory with CodeGearRADStudio2007setup.exe
inside and run it again. This time, no previous files will be found, so
a real fresh copy will be downloaded for you.

No, you really don't have to do that.
