When editing code in the D2007 IDE, there is sometimes a clicking sound when
moving the mouse pointer/cursor as a hint is displayed.

Whats the point?

Can I turn it off?

I've never heard it, but I suspect it's because I have Internet
Explorer's navigation sounds turned off (using the Sounds applet in
Control Panel).

None, it's a bug, probably relating to Tooltip
Symbol Insight. If it always reproduces, I suggest
submitting a QC report with a project attached
that shows the problem.

Can I turn it off?
Yes, set Tools | Options | Editor Options |
Code Insight | (Pascal) | Tooltip Symbol
Insight -->OFF. You can turn OFF automatic
invocation of any Code Insight feature and
then still invoke it manually via a hotkey,
e.g. Ctrl+Click for Code Browsing or
Ctrl+Spacebar for Code Completion.
